Finance and Compliance Specialist

The High Country Council of Governments seeks results-oriented candidates for the position of Finance and Compliance Specialist serving the High Country Workforce Development Board. The position is responsible for the supervision of Workforce Innovation and Opportunity Act (WIOA) management of departmental budgeting and finances of federal monies to the seven-county region of Alleghany, Ashe, Avery, Mitchell, Watauga, Wilkes, and Yancey counties in western North Carolina. In addition, this position will work as part of a team effort to manage WIOA program operations and performance.

The successful applicant will have experience with budgeting and financial management. Experience with grant management, program monitoring or contract management is preferred. It is important that the applicant can deal well with change - sometimes daily - in a very fluid, collaborative work environment where flexibility is expected. Professionalism and a quality work ethic is essential as is a confident, quality work product.

Minimum experience and training includes the following:
1) a bachelor's degree with at least three years work experience;
2) direct related experience strongly preferred;
3) verifiable ability and demonstrated strength in oral and written communication, leadership, financial management, collection and interpretation of data, computer applications (including, but not limited to Microsoft Excel, Word, Access), the ability to work with multiple organizations; and
4) ability to learn, understand, and apply all applicable elements of the federal Workforce Innovation and Opportunity Act and other grant funding a must.
